Info:
I saw someone make these a while back with small plastic pieces and it looks like they stopped making them so I decided to make my own.

Compared to some tritium vials I have they are a lot brighter at first, then start to lose there brightness, but are still visible in the dark for hours. (Scroll to the 5th post for Glow Time of each color.)
I also sell these tubes empty so you can put Tritium Vials inside it here.

Specs:
Each acrylic tube is 1/4" in diameter and 1" long. Each is filled with a mix of casting resin and Glow Inc. glow powder.(Casting resin is the stuff they use to cast insects, flowers, pennies, and other items suspended into a medium that is almost invisible.) The powder charges off light sources and re-emits it for hours depending on the color. (Scroll to the 5th post to see the Glow Brightness, Glow Color, and Glow Time.)
The acrylic tubing is very clear since it is not drilled out and doesn't contain any UV filters like some other clear plastics might. (Usually the plastic used for shatterproof windows and the like contain a UV filter to block harmful UV radiation which can prevent the powder from fully charging)
Each one comes with a 7mm Stainless Steel Split O-Ring attached.

A 2" Ultra Blue would be $5 + shipping.

I usually ship the orders once or twice a week. (I do make these by hand so if I get a large order I may take longer, but I will let you know)

(Edit) -> Yes I have V10 Green now.
No, not yet. I'm trying to keep the costs lower and from the reviews of the new V10 powder it seems it's a larger particle, so in some applications, it doesn't work as well.
I may however test it and start to use it if it does prove to be better.
Also I plan to include more colors soon. But I will have to price accordingly.

Yes, Ultra Green is brighter and the glow lasts longer than the Ultra Blue.
From the glowinc website:

Folks, I got 4 of these (3 green, 1 blue) and they are very nice! I have some old glow powder hanging around and these are much brighter. For the money, they're great! Green is a bit brighter than the blue if the charge time is the same, but blue is still surprisingly bright when fully charged. Puts tritium to shame for the first several hours. They're compact size makes them perfect for placing on lights and other things (zipper pulls, etc.) while not getting in the way.

Why was it cheaper to ship to the UK than inside the US using First Class mail?

Is there a big difference in brightness (immediately and after some time in the dark) between the super bright green and the V10 or is it just an incremental increase in brightness?

I haven't got the V10 in yet, but from the specs, it seems it's brighter immediately and then after a while it should be slightly brighter only.

How is the glow stuff sealed in the acrylic tube? Is it open on the ends and top with the split ring?
